MDVA-41215: Users get 500 error after setting "mage-messages" cookie

The MDVA-41215 patch fixes the issue where users get 500 error after setting the "mage-messages" cookie if it already exists, but there are no new messages. This patch is available when the Quality Patches Tool (QPT) 1.1.8 is installed. The patch ID is MDVA-41215. Please note that the issue is scheduled to be fixed in Adobe Commerce 2.4.4.

Issue

Users get 500 error after setting the "mage-messages" cookie if it already exists, but there are no new messages.

Steps to reproduce:

Go to ../customer/account/login.
Open the network tab in browser dev tools (make sure preserve log is checked).
Fill the form with non-valid values (login should fail).
Click Submit.
Copy as cURL the first request from the network tab and look for the PHPSESSID and form_key values.
Replace PHPSESSID and form_key values in the updated cURL request and send it.
