ACSD-45257: GraphQL doesn't display cart discount correctly

The ACSD-45257 patch fixes the issue where GraphQL doesn't display the cart discount correctly. This patch is available when the Quality Patches Tool (QPT) 1.1.18 is installed. The patch ID is ACSD-45257. Please note that the issue is scheduled to be fixed in Adobe Commerce 2.4.6.

Issue

GraphQL doesn't display the cart discount correctly.

Steps to reproduce:

1. Go to Admin > Marketing > Promotions > Cart Price Rule.
2. Add a new rule and apply it to the shipping amount.
3. Add a product into the cart using GraphQL.
4. Check cart information with a GraphQL query.

Expected results:

The total discount includes the discount applied on the shipping amount in the GraphQL response.

Actual results:

The total discount does not reflect the discount applied on the shipping amount in the GraphQL response.
